MS decided that the code "Secret" does not make sense at all: "secret" would prevent from keeping the information in the procurement procedure case (file) and therefore could not be preserved or even transferred between authorities. And in the end, the EO needs to send the information to be evaluated by one or more roles. 

Only "confidential" and "public" would make sense.
