The answer is: "YES" we need them because these two information requirements are generic for the whole set of documents. They were identified as "transparency requirements" by the Member States aimed to inform about how the criteria are weighted. This is clearly understood if you see the comments and mockups in the Wiki: https://github.com/ESPD/ESPD-EDM/wiki/4.-Weighting 

in the mock-up they're name the "General method", which applies to all the weighted criteria of one ESPD.
