- the committee discussed pros and cons of adding an unqualified BBIE
for every core component type, expressly for the use by extensions
- such a change does not change the schema validity or the definition
of any of UBL's semantics and so could be considered non-substantive
because it doesn't change any aspect of conformance

extension writers

- mid-April we may begin the ISO revision process for ISO/IEC 19845
- current thoughts are we will wait until 2.3 before updating 19845
- we never know what the TC Admin workload will be at any given step
to know if any steps will be delayed
- we have already 5 months from our original objective of end of 2017

the OASIS TC Administration not only needs to be involved, but they are
the ones to do the heavy lifting with IANA with an amalgam of our
needs and their needs, so we have to work with them and through them
