We discussed the concepts of leasing during the development of the
requirements for UDDI V3; these never received a high enough priority
when compared with other V3 features and discussions.  

We did not directly address "leasing" within the V3 requirements.  Nor
did we specifically include "leasing" within the V3 specifications.
That said, there is nothing to stop implementers of a multi-node
registry from the establishment and enforcement of policies related to
"leasing."  The data available within the operationalInfo element allows
for client-side or server-side implementations to be designed in a
relatively easy fashion (ref 3.8 in the UDDI.Org published V3 spec, see
created, modified, etc.).

You can see some of this type of modeling aspects when you look into the
details of the subscription/notification model (ref: 5.5 in the UDDI.Org
published v3 spec, see durations, coverage period, etc).
