Published tModels for other OASIS TCs

I am working with an OASIS TC that wishes to publish some tModels, which
will also involve at least one keyGenerator tModel.  When the issue of the
V3 keys came up, the initial suggestion was to use keys based on the URN(s)
that the TC use for their namespaces, following OASIS procedure but I had to
explain that we do not support keys based on URNs.

I imagine this will be a common problem with other OASIS TCs that do not
have a domain such as uddi.org.  Should we register a keyGenerator based on
oasis-open.org, that is uddi:oasis-open.org:keyGenerator, which could be
shared by all TCs?
