Bob,
Can you review the attached and see if it addresses normalization/desensitization
of xmlns:xml?
I was also wondering if it is necessary to clarify that xmlns:xmlns must
not be declared... it is normative behavior to not emit it in XML, but
the SCC14N algorithm doesn't declare the exception anywhere. From
our implementation, it isn't in scope according to the algorithm, but I
haven't had the time to sit down and figure out if that's a bug or if it
falls out of the part of SCC14N that determines if a namespace is used
and in scope.
