After looking at this for a while, there are a significant number of variable policies that could affect signature validation on keyGenerator tModels, and I believe that other security policy languages will eventually define a template to express signature and certificate policies.

Since defining all of these abstractions as part of this work item would likely delay my v.next work and also push out  v3.0.2 if we tried to contain all of this in a change request, I can withdraw this change request.  As an alternative to just withdrawing, I could also propose a change request  for updating the policies element in uddi_v3policy.xsd  to allow for elements from other namespaces:
