You might want to take a peak at the John Colgrave's "OWL as the UDDI
Taxonomy Language" proposal which Massimo Paolucci commented on at
http://lists.oasis-open.org/archives/uddi-spec/200408/msg00009.html  

I'd does not cover NAICS but does provide an example using UNSPSC

Does someone have an OWL (Lite) representation of NAICS (or a subset of it)
or some other taxonomy example?
