JAX-RPC TN

I have uploaded the first draft of the
JAX-RPC TN for initial review [1].

I have been holding off uploading this
while the schemas have still been changing but I would like to get some
feedback on the general approach even if there are still some changes to
the schemas outstanding so that I can post a final update for formal review
as soon as the schemas stabilise.
