Subject: Transition Approval Ballot for UDDI Spec TC
I had hoped by now to start the web-based ballot for confirmation of
the TC's request to transition to the current IPR Policy and the "RF on
RAND Terms" Mode. Our IPR Transition Policy instructs me to open a
"Transition Approval Ballot" after the TC has voted (as you did on 26 July)
to initiate a conversion. However, there's some ambiguity in the
information we've provided to members about when this is done and who votes.
The FAQ circulated about IPR Transition [1] says that organizational
members who haven't signed the current membership agreement [2] cannot vote
in the approval ballot. It also says that I should wait 30 days after your
TC vote, before opening the ballot, presumably to give un-signed members a
chance to "sign up" and thus vote. However, the rule text itself [3] does
not reflect that 30 day period or limitation. Several members have asked,
and I'm concerned that there may be some confusion. Accordingly, I have
asked our Board for clarification of its intent, and would like to postpone
the beginning of the TC's approval ballot for a short time, in order to
obtain it.
If the 30 day rule applies, we could not begin the ballot any earlier
than 26 August in any case, and I hope to have this clear by then. Our
apologies for the delay; I hope you agree that it is preferable to
discovering that the rule is incorrect in mid-ballot and having to close
and re-start it.
