Re: [virtio] virtio tc group status changes

What is key here is that the individual participants in the TC indicate their commitment by choosing to be Members or Observers. If a Member wishes remain a Member, active or not, is his or her choice. If people don't want to be considered Voting Members, they can change their status or ask you to change their status to Permanent Non-Voting Member.

However, the Member/Observer distinction itself is so fundamental to the OASIS IPR policy and the IPR mode of the TC that it *must* be made by the participants themselves. To have the Chair - or OASIS staff for that matter - change the roles on the roster could create significant confusion about what each person's obligations are with respect to the final approved OASIS Standard.

These were non-voting anyway.

Should this really apply to people that never attended any meetings?
