CVS and Document Formats

Having spoken to the OASIS folks, the current rules don't provide for us to
use a CVS for our schema development that is outside of OASIS and today they
do not have such facilities. However the document management system (part of
the Kavi system at oasis-open.org) allows for simple version control which I
suggest we try. If it becomes an issue I will go back and ask again.

At the beginning of the TC formation we all agreed to standardize on MS Word
format for meeting minutes. Given this was a recent consensus I don't see a
reason to change this however I will try and use RTF when possible for
compatibility.
