ebxml and other orgs

It occurred to me after the call that I believe I've been told
that ebxml is operating under CEFACT rules.  If so, it isn't using
the OASIS process and we don't need to worry about it unless OASIS
thinks the work product will become OASIS standard(s).  Can we
ascertain what the rules for ebxml are and what OASIS's expectations
for the outcome are?
