the context contains an element participating-services

the specification at present does not state what implications there in the 
presence of an item in this list - that it has been involved, will be involved, 
might be involved in the activity. Expecially it does not define any means by 
which the list is added to or modified, though if it is to be in the base 
context, this would seem to be needed.

If the mechanisms for modifying the list are to be particular to a referencing 
specification, the element itself should be, and it should be removed from the 
base context schema.
