I think the issue *probably* could be closed - with the clarification of what happens with dereferencing and some mention that a by-reference value can go "stale", it is likely that the text is clear enough.  However, since it's really a question of how it all appears together, it might be better to hold this open with the note Eric suggests, rather than close the issue in hope and then re-open it again.
 
The point in question, for those that don't have the issue numbers at their finger tips :-), is to make clear the implications of choosing a by-value or by-reference approach for a context that gets modified. There are some subtleties and it would be unhelpful of us to produce a spec with some undocumented "gotcha's". The changes made recently may well have covered all the points.
 
I'd say go with the new draft. There's a good chance that 141 won't require further change.

Are we blocked onthis issue before we can issue the latest draft, or should we just publish and relve this on the next (final?) draft?

Peter, since you registered the issue, would you like to take a stab at what text to provide? Given the changed to the context structure agreed at the f2f and the additional text (e.g., for issue 133), my temptation would be to simply close this issue: I think there is sufficient text and clarification now.
