27) page 10 says:
"A service that receives less than the minimum context MUST return a 
mustUnderstand exception when the mustUnderstand attribute is present."

Why?  This seems like an abuse of MU fault.  Or is this talking about a ws-
context specific MU fault.  I assumed it meant a SOAP MU fault.
