IRC comments for WS-Calendar

Attached are the comments from the ISO/RTO Council (IRC) of North America on the WS Calendar draft standard.  The IRC is concerned that the standard does not effectively address the time period definitions that are particular to the wholesale energy markets.  The IRC is also concerned that the use of generic data types make it impossible to determine the actual intent of the message and limits validation.  An error would change the intent of the message with no way of knowing that an error had occurred.  The IRC is also concerned that security is not addressed in any way.  Detailed comments are attached.
