This creates great flexibility and allows compatibility with an immense installed base. Vavailability has no installed base. There is no compatibility reason why we cannot define it strictly here. I think the situatiuon is the reverse of this-
A large installed (compatible) base means inertia is high - we're unlikely to see much change. The reverse is true of the new components and properties being discussed - this is where we need the max flexibility as they get used by different constituencies. Vavailability has enormous potential for scheduling applications - a somewhat different approach than power management.
