Hi, Tasso. We're happy to hear that you are working on a project to implement WS-Discovery!

One can never make an absolute definitive statement regarding what intellectual property rights might be asserted or royalties demanded with regard to implementation of any standard -- there are a lot of inventors, a lot of lawyers, and a lot of countries in the world! Also, it would be inappropriate use of OASIS resources to discuss specific licensing terms on this email list. 

However, I will point out that when the WS-DD TC was created, the charter declared that the committee was operating under the "RF (Royalty Free) on RAND Terms" IPR mode defined in the OASIS Intellectual Property Rights (IPR) Policy. You can find the policy at http://www.oasis-open.org/policies-guidelines/ipr. I refer you specifically to Sections 4.2, 10.2.1, and 10.2.2 of the IPR policy. You'll also want to look at definitions such as "Obligated Party", "Contribution Obligation", and "Participation Obligation" in Section 2 of the Policy. 

You will find in the email archives of the TC that the original contributors of WS-Discovery included Microsoft, Canon, Intel, and Software AG, and you can also see who else contributed material during the development of the OASIS Standard version of the specification. Based on the declaration in the charter, it was certainly the intent of the contributors that WS-Discovery be able to be implemented royalty free with respect to IPR held by the contributors and participants -- but neither OASIS nor the contributors or other participants have necessarily done a comprehensive patent search, and cannot guarantee that nobody anywhere in the world holds patent rights related to WS-Discovery and is not under obligation with regard to the OASIS IPR policy.

we want to implement Web Services compliant to your WS Discovery specification. We also found the following patent: US 7685288 of March 23rd, 2010. Are there any royalty fees to pay, when implementing WS Discovery?
