Description:
There is a justification on the use of a new Types element based on
intricate XML Schema limitations that is not valid anymore, as the new
version of DPWS specifies a required element where an optional one was
used before.

Proposed resolution:
Remove the justification (or change the element, but it does not seem
necessary)
