Description:

The specification references RFC 2396 in Section 5.1 while describing the prefix matching rule for Scopes. The URI RFC 2396 referenced by the specification has been made obsolete by RFC 3986. 

 

Proposed Resolution:

Reference and use RFC 3986 in the specification in section 5.1

The URI for the prefix match should be changed from http://schemas.xmlsoap.org/ws/2005/04/discovery/rfc2396 to http://<oasis assigned namespace> /rfc3986
