Subject: Issue 139 - DPWS - Remove security negotiation

thread. From: Dan Driscoll Document: DPWS Section 7.1.8 (Security Protocols and Credentials) describes
using metadata in WS-Discovery to negotiate which security protocol to
use. Use of metadata in discovery is not at all widespread, and mandating
a concrete minimum security model removes the requirement for a negotiation
mechanism. Proposed change: Remove 7.1.8 (Security Protocols and
Credentials) and update text that relies on protocol negotiation.
