There is no formal process for declaring something to be WS-I compliant.  It's a voluntary designation and WS-I (now OASIS) doesn't actually verify compliance.  Conformance has to be self-determined, and while the testing tools are there to help people determine if they are compliant, passing them doesn't give a special WS-I seal of approval.  Ultimately WS-I compliance is based on the profiles themselves, and to declare something WS-I compliant you need to be sure for yourself that the project conforms to those profiles, even the ones that may not have an associated test.  Once that is the case there is no formal process for declaring that you're WS-I compliant, you can just do it.  If it turns out not to be compliant you're answerable only to your users.

I believe all you need to do is make sure the assertions pass. Testing against other implementations is not required.

Hi all, I am looking at what we need to do to make our webservice project jbossws to be WS-I Basic Profile1.2/2.0 compliant. 
From the Basic Profile testing tools and scenario document, I didn't find the info describes what needs to do for declaring a webservice stack/implementation 
is WS-I Basic Profile compliant. Can you please point me the link if there is any page talk about this? I assume we need to implement 
the service endpoint and client side in our webservice implementation for each test scenario and get all assertions passed, 
do we also need to pass some inter-op tests with MS or IBM's implementation before declare WS-I Basic Profile compliant?
