This is contradicted however by our good friends in ISO who actually 
wrote in ISO/IEC 11179 2002 part 3 that:

".. a conforming implementation must implement all mandatory and 
optional features of this specification..."

After having a good laugh, I realized that the issue is more complicated 
than at first seems.
