The only thing that we may need to add to the text is that,
while DAs are certainly in effect at both a Source and a Destination, they only
need to be exposed by the RM Destination, i.e. by means of policy assertions
that are associated with the WSDL that represents the RM Destination. The RM
Source doesn't need to expose the DA that is in effect since the Destination
doesn't care.
