i075 Case of multiple RM Policies and DAs within an RMD

mean that the policy attachment point has changed. A RMD that is implemented in
this way still must conform to the rest of the protocol. This is an
implementation issue for anyone who is providing RM via an intermediary to
multiple services. An implementation that does so would be responsible for
setting the behavior of what guarantee is in place between it and its dependent
services. Nothing about this scenario indicates that the guarantee needs to be
published or signaled by the client of a service exposed by such an
