Robert's Rules does not prohibit a group from adopting its own  
procedures. The OASIS process permits TC's to adopt standing rules  
that don't conflict OASIS board approved policies and which have to  
approved by the TC administrator.
STV is a way to determine majority preferences, so i don't see how it  
contravenes the requirements for voting.

In any event, STV can also be used an "informal" polling process to  
determine where consensus is likely to lie.

I don't see this at all. STV allows you vote "Sequentially, if you  
will" by ranking your preferences. Changing a vote doesn't do that.
