Attached is the third update to my proposal for PR022.
This update
contains the following changes from the previous update:

1.) TerminateSequence is no longer mandatory.

2.) CloseSequence MUST contain a LastMsgNumber.

3.) The sections for CloseSequence and TerminateSequence both have the
following sentence added to them:

To successfully complete a Sequence, the RM Source MUST send either a
CloseSequence or a 
TerminateSequence message to the RM Destination.
