Interesting, because people can use
CS+Offer+Anon AcksTo even when not using MC.  Sounds like an interop
issue to me.

I believe that with MC(SequenceID) I think there is
a clear 
preconditiion, which is CS+Offer+Anonymous-Acks-To.
