Hi Bob,

This is a straw poll. Imagine conducting it in a live conf-call or a F2F
meeting. Would you necessarily exclude non voting members out of the
straw poll?

On the other hand, to keep the ballot fair and not abuse it by
block-voting/stuffing, I expect that the TC members apply their own
conscience/judgment in deciding whether to vote or not.
