New (Editorial) Issue: Compliance vs. Conformance

Section 1.3 of WSRM and Section 1.4 of WSRMP discuss "compliance"
of implementations with the specification.  However, that term is
widely associated with specific (legal) obligations involving
(governmental or other) regulations, mandates and
testing/certification authorities.  In this case, it would be better
stated as "conformance" to the specification.

Proposal:
  Replace occurrences of "compliance/compliant with" with
  "conformance/conformant to" in above-noted sections.

This aligns these sections with the rest of the WSRM text, in which
"conform" is used--never (forms of the word) "comply".
