In case anyone was wondering, this ballot failed.  Although it
received precisely the 2/3 Affirmative votes required, it also
received greater than 1/4 Negative votes.  The latter stipulation
was not stated in the ballot text, but is in the TC Process.

(The point of order being, a motion for reconsideration will not
be necessary, in order to fix typos or make further changes to the
specs.)
