Re #2, recall the TC Process definition: 1(gg) "Substantive Change" is a change to a specification that would require a compliant application or implementation to be modified or rewritten in order to remain compliant. Since the proposed 8.1 relaxes the conformance criteria by removing normative references, a conformant implementation would remain conformant after the change.
