Given that we have a motion from the TC to proceed with a CS vote including DCR references to the SX CS vote, and there is no consensus to change that decision, then I think we should continue the process and ask Mary to start the CS Ballot. If the specification used for the final vote does not have the CS WS-SX set of references, there is a chance some members may vote NO during the final ballot, since they may be concerned that the specification is pointing to editors' drafts of the WS-SX set.
