Re: [ws-tx] Spec templates

The objective is to reformat the input specs using an OASIS doc format.
These will then form the basis of our ongoing work.

It all depends upon whether we are producing the initial specifications
on which to work, or simply reformatting the submissions to make it
easier to discuss issues. I assumed it was the latter.
