updated WS-TX TC issues list-03

I’ve updated the issues list [1] to reflect the decisions from our Jan 26 telcon [2].

Summary of changes:

 

022: changed status from ‘new’ to ‘active’

008 and 017:  changed status from ‘active’ to ‘pending’ (waiting for editors to apply the resolution) and added resolution information.
