None Issue Description: The WS-BA state tables show states as rows, and received
messages as columns. This is the opposite to the convention adopted by WS-AT.
The two specification should have a consistent convention, to ease comparison.

Change WS-BA state tables to use the same state/column,
message/row convention as the WS-AT spec. |
