Only root coordinators can accept registrations for Completion protocol. 
Others must fault.

Proposed Resolution:

Add new para at l. 151 as follows:

"An initiator MUST NOT target a registration for the Completion Protocol 
at a Subordinate Coordinator. The Registration Service for a Subordinate 
Coordinator must respond to an attempt to register for this coordination 
protocol with the WS-Coordination fault CannotRegisterParticipant."
