Issue Description:

The state tables show (in model and in detail) a substantially different 
view form the abstract protocol diagrams. Need to state that fact.


Issue Details:

The conceptual character of the protocol diagrams is not clear enough. 
The predominance or override of the state tables needs to be stated 
explicitly. The diagrams do not have the same states or state 
transitions as the state tables. They are good simplifications which 
situate readers at a first pass, but no more than that. Similarly the 
text that accompanies them.


Proposed Resolution:

Replace the sentence on l. 191 with the following:

"The diagram and text in this section give a simplified, conceptual 
non-normative overview of the way in which the 2PC protocol works. The 
state tables in Section 10, "State Tables" are detailed and normative."

[This resolution requires refinement if Replay is retained, as the only 
statement about what Replay means and when it might be sent is in this 
section.]
