I have attached a document containing several tables that illustrates a 
potential interop issue for ws-at implementations if the
absence of wsat:ATAssertion is left completely undefined. (Illustrates 
interop issue I mentioned at last conference call).

Summary of proposal is the absence of <wsat:ATAssertion> for a given 
target service operation is interpreted that
the target service MUST IGNORE a flowed transaction.
