With any luck I'll be able to attend today's call. However, I'm a  
little under the weather so ...

Upon further reflection I don't think a vote is strictly necessary. A  
statement from the TC along the lines of "We expect/encourage  
companies/individuals participating in the interoperability testing  
to implement all mandatory elements of the specification and  
associated tests. Furthermore, we would encourage, though not require  
those same participants to implement as many of the optional elements  
and associated tests as possible in order to give the specification  
good interoperability coverage."
