Subject: Incorrect "Notices" in WS-AT spec

While reviewing the WS-BA specification, I noticed that the WS-AT committee
specifcation is still using an out-of-date "Notices" section. The correct
Notices statement, as defined by the OASIS IPR document [1], is used in the
WS-C CS and WS-BA PR drafts.
