While I appreciate the thinking behind this proposal, I am not convinced this is necessary:

1. There is no evidence that the use of a XA-friendly ID format in conjunction with the WS-TX protocol has interoperation problems.

2. It is possible to use an XA friendly format in WS-TX transactions via product-specific settings.

3. Based on the current TC charter, this work is not in scope for this TC.

Hence, I suggest closing this issue with no action. Thanks.
