Yes, for now let’s keep
this TC open. In the future, if the TC Process allows maintenance work
on a closed TC’s specifications, we can revisit this.

Lets start this discussion by email and make
it an agenda item if we need a telecon discussion.
When we've discussed TC closure in the past, the primary issue has always
been "but what if we need to respond to feedback in the future?"
Under our existing IPR policy there is no proper provision for "maintenance"
after the TC is closed. I understand that the OASIS IPR policy was changed
last autumn to formally recognise (allow) maintenance, and corresponding
changes to the OASIS TC Process are expected to pass within the next month
or so. In particular the process changes will make it clear that a newly
chartered TC B is allowed to do maintenance on a closed TC A's specification
if necessary. But I don't believe the IPR policy changes are retroactive,
and so will only apply to newly chartered TCs. That being the case, might
we be wiser to keep the TC open in its current state (which doesn't cause
any of us much work beyond occasional discussions like these)?
