specification working draft uploaded - comments welcome

As you will have seen, Prasad Yendluri posted the latest draft version of 
the specification to our web site.  The team editing the specification is 
working on editorial polishing of this version and will provide an updated 
version by Dec. 3 for review.  We would like to discuss and get the TC 
approval of this version as the current working draft during the face to 
face meeting on Dec. 9-10.  This is the opportunity for everyone to 
approve the final wording for those issues that have been resolved and 
passed to the spec editing team for inclusion in the specification. (Note 
- approval will not make it a committee draft.  It is an interim draft 
document which we will continue to work on as we resolve issues.)   The 
team asked that I let everyone know their plan and encourage anyone who 
would like to provide early comments on this version to provide them. This 
version incorporates the following revisions:
