And that is exactly the point - either which way - YOU have to
drive this issue forward.

The companies requiring the license are getting you to do all
this free work for them right now - and they've absolutely no
incentive to push for a conclusion on this.  At the end of the
day they can walk away with BPEL and exclude everyone
else - if that is what they choose.

I'm not saying that is really what they intend - but it would
be foolhardy to not get this all resolved at this point - either
by forcing the issue on the license or by forcing the issue on
a vote to continue the work itself - as you suggest.

Clearly this is not a simple situation - some
licensors clearly have been devoting a large amount of
time, staff and effort to the development as well - one
feels that its not just the few in this canoe!
