Issue 5 and 14 - issue list glitch

Dieter Koenig submitted proposals to vote on issues 5 and 14 on 19th January. Due to some quirks in interactions between the mail archive and the scripts, the issues  list didn't mark these as "resolution proposed" until Dieter pointed out the problem to me. I've fixed the scripts so that one won't happen again.
