Following the
discussion this morning, the following resolution is proposed for consideration
on Thursday:
Diane has recently
warned all members who have received 3 warnings this year for missing 2 out
of 3 meetings, and have missed at least 4 of the 11 meetings that they were
liable to be deemed to be a "member [who]
consistently fails to be present during the roll call of two of every three
meetings", and thus reduced to Observer status. It is proposed that if any such
member fails to participate in the current face-to-face, by phone or by physical
presence, they should be downgraded to Observer at the end of this
meeting.

the concept of
"consistently fails to be present ..." is in the procedures, but is not strictly
defined.
Diane
originally said in her warning message that these people be deemed to be on
Leave of Absence. However, this is beyond the powers of the chair or tc - LOA is
something that a member can ask for but cannot be imposed
the intent of
the action would be to increase the chance of reaching quorum, which is
especially difficult for face-to-face meetings.
Diane
did not identify the members in question to the TC
(Peter: to
receive 3 warnings would seem to require missing 6 meetings out of
11)
