on our system configuring the schedule for a process is done by the operations personal, not the process designer. A process waiting for a timeed activation message would not have to be opened and redeployed to change its schedule. So from my point of view, this feature is unneeded, especially if we consider the fact, that it is pretty complicated to express all most common scheduler options like "start every first workday in the month".
 
However one could think about combining the new "deadline expression type" extension, where you can actually specify a "scheduler instance" to be used. This would make the feature useable. So you do not have to specify the actual time. Using just a receive and using a watch symbol in process designer tools would however have more or less the same functionality without introducing a new major lifecycle player.

Description: Currently the spec does not allow a Pick with createInstance=yes when alarms are specified. I don't see a good rationale for having this restriction in the case onAlarm specifies a particular time for the associated activities to occur ("until" case).

Relaxing this restriction would be useful when we want a process instance to start at a particular time, possibly on a periodical base. An alternative way of achieving the same effect would be by defining a receive from a "partner" representing the deployment environment, and having the environment itself send a message at the appropriate time. But I think it would be more clear if we use the pick-onAlarm construct instead.
