Description: If someone wants to copy an EII to an AII what should 
happen? Should that always be a failure or should the system try to do 
something reasonable like use String() to pull data out of the EII and 
assign it to the AII's normalized value? This same question can be asked 
about all the possible combinations of information items. We need to 
look at the various combinations and decide what, if anything we want to do.
